population at Hongkong for a jointly agreed length of

time. In consideration of these factors, as soon as

the survey can be completed, the joint board will reach

an agreement as to what part of the stores of food and

fuel taken over by the British at Hongkong will be

delivered to the Chinese to assist them in meeting the

requirements (for a jointly agreed length of time) for

food and fuel in the Canton and adjacent areas.

As soon

as the Chinese authorities have re-occupied the Canton

areas they will ascertain the situation there as to the

requirements for and the availability of food and fuel.

If famine conditions exist in or contiguous to either

area, (Hongkong under British control and Canton under

Chinese control) the authorities in control of the other

area will share available supplies insofar as circumstan-

ces in their own area permit, to alleviate suffering and

distress. There will be a full and frank exchange of

information relative to availability of and requirements

for food and fuel, transport facilities, and other rele-

vant factors.

For the sake of brevity in radio transmission,

the following condensed statement of stipulation number 7

was proposed by the British representative and accepted

by the Chinese and U. S. representative for use as a

condensed radiogram statement of the agreement, of which

the foregoing paragraph is a more detailed interpretation:
