I have felt some doubts over the printing of these reports but they are, I imagine, unique as a detailed record of health conditions under Japanese internment and since they will from that point of view be of interest, and possibly of some medical value, I have come to the conclusion that on balance it is worth while to take the exceptional step of printing them as a non-confidential Colonial Office paper in the Eastern series. Distribution should be as suggested in the previous minutes.
May we have authority to proceed with this?
