The Port Trust may, in cases of emergency or for any reason whic
ppears sufficient, by notice in writing order the master or owner of
any vessel to berth such vessel at, or to remove such vessel from,
any dock or pier and if at the expiration of twelve hours after the
receipt of such notice the master or owner has not complied therewith
he shall be liable to pay to the Port Trust such um as the Port Trust
shall determine not exceeding one thousand dollars for each twenty
four hours or part of twenty four hours after the expiration of the
said twelve hours until the said notice be complied with.
The Port Trust may, in cases of emergency or for any reason which
appears sufficient, by notice in writing order the lessee of any
dock or pier to allow to berth or to arrange for removal of any
vessel and if at the expiration of twelve hours after the receipt of
such notice the lessee has not complied therewith he shall be liable
to pay to the Port Trust such sum as the Port Trust shall determine
not exceeding 1,000 dollars for each twenty-four hours or part of
twenty-four hours after the expiration of the said twelve hours unti
such notice be complied with.
For the purpose of preventing or extinguishing fire, any
official of the Port Trust may require the master of any vessel with-
in the Port to place at his disposal such number as he requires, not
exceeding three-fourth, of the crew then under his orders and any
master who refuses or neglects to comply with such requisition shall
be punishable with a fine not exceeding five hundred dollars, and any
seaman who being placed at the disposal of such official by the
master refuses to obey the reasonable orders of such official or
other official under whose orders he is required to work for the
purpose aforesaid, shall be punishable with fine not exceeding twenty
five dollars.
In any case in which it is provided by by-law that an act in
relation to a vessel shall not be done except by the officials of
the Port or with their assistance, then the Port Trust may recover
from the owner or master of such vessel the reasonable expenses
incurred in doing such act or providing such assistance.
