Staff. The department is understaffed as regards European Revenue Officers and I have very few officers to make enquiries outside the office. Certain Temporary Revenue officers are being taken on as from November 1st and it would be a great help if an officer was attached on the administrative side at an early date. A large proportion of the clerical staff have reported for duty and these include the key men. A fair proportion of the Chinese Revenue Officers are back and the location of a few others is known.
Transport. Land and water transport is a great problem. I have two cars available in Hong Kong - one has been asked for for duty in Kowloon and the New Territory and I hope to have a launch for harbour duty on November 1st.
