f. Labour. It was found on arrival that Mr. Hawkins of S. C. A.
had already arranged for the supply of manual labour through
contractors (principally Wang Kee), and that it had been agreed
between him and the Service representatives that the following
rates of pay should apply for the time being--unskilled labour
1 per day, skilled labour $2 per day.

Inäenting for labour by Branches, such as P.w.D. has been arranged
direct with Mr. Hawkins, and this branch has not therefore been
concerned.
Printing. Lt. F. P. Franklin was appointed Controller of Printing
by the interim Civil Government, and has arranged for all printing
of proclamations, notices, etc. to be carried out by various
printing firms whose plants were in working order.
It is estimated that there are adequate stocks of paper available
in the colony for most purposes for a period of some months, and
it is believe probable that further stocks at present hidden will
shortly be unearthed.
