IMMEDIATE.
SECRET,
One of the most urgent tasks after
Japanese surrender will be reoccupation of
key areas in occupied territories in order to
enforce surrender and expedite the
disarmament of Japanese forces.
2.
We should like Generalissimo
to know at once that we are arranging for
the despatch of the necessary British forces
to reoccupy and restore the administration of
abro
Hong Kong and to ensure the control of the
headquarters of the Japanese southern armies
which is at Saigon.
3. Events have overtaken the discussion
of Command boundaries in Indo-China and the
Japanese surrender will in our view make it
unnecessary to pursue the question further.
We trust that Chiang Kai-shek will agree that
our common object should now be to restore
to France
the French administration of Indo-China/and
to introduce French forces and administrators
for this purpose as soon as they are available.
4. Please make an urgent communication
on the above lines.
