On the whole we think it preferable that proposed explanation of Economic Liaison Officer's functions should be made to China Association here. This will be done as soon as War Office complete formalities for appointement of Economic Liaison Officer, We shall at the same time consider, in consultation with the China Association and the Economic Liaison Officer, the proposal to communicate to G. 5. particulars of British properties in Free China. Meanwhile we should prefer that no action be taken for this purpose vis-a-vis British merchants in China.
