Following are instructions for MACHIN for preparation of scheme to ensure rapid re-introduction of effective emergency British Civil Administration in HONG KONG when required. you agree signal MACHIN accordingly. Begins.

In event re-occupation of HONG KONG by British or American forces no special difficulty anticipated. This signal concerned therefore only repeat only in case of seizure, or anticipated seizure of colony by Chinese forces of any type.
In that event Colonial Office consider very necessary to forestall assumption of civil administration by Chinese by means of rapid infiltration of British personnel under instructions from MACHIN. On entry into Hong Kong leader of these personnel would organise and direct essential emergency administration under authority which will be vested in him by Secretary of State for Colonies for such interval as is necessary before arrival of British Commander of regular occupational forces with their Civil Affairs component.
In the circumstances foreseen it may be necessary to use military agencies such as B. A. A.G. to ensure entry of required personnel into the colony and initially for setting-up emergency administration. Following paragraphs therefore are directive to yourself in so far as you control 204 Military Mission or B. A. A. G.
You should as soon as possible prepare a scheme for:
(a) Collection of sufficient personnel to enter and
formally resume Government of HONG KONG after liberation from Japanese control. These personnel would constitute a temporary emergency Administration pending arrival of a British Commander of the regular occupational forces with their Civil Affairs component. In selecting personnel you may find it convenient to make use of B.A.A. G. especially Col. RIDE as their possible head.
(b) Introduction of these personnel into the Colony
by the best means available at the time. SOE will co-operate in this operation if necessary.
(c) Setting-up of those functions of Government which
will be immediately necessary on the re-occupation
