I have delayed writing to
you about the emergency administration roup for Hong Kong as promised in my letter of the 26th Murch until MacDougall had returned from hic visit to Fide and the appointment of G.0.C. British Troops in hina had been confirmed. If you agree we should now like the telegram, a copy of which us finally agreed by your Secretary of State (in Muccregor's letter to Thornley of the 28th February) is enclosed, to be
