Re X of Mr. Paskin's minute, I attach a note of the meeting held on the 23rd July (29). It is rather fuller than that which has arrived meanwhile from Colonel Nangle (27).

The next step in regard to the formation of an Emergency Civil Affairs party for Hong Kong is to approach S.0.E. with a request that they should evolve a plan to meet the contingency described in the telegram at (25). (This was agreed at the meeting see paragraph 11 of (29)). As, however, we are now urgently seeking American agreement to a request to General Chiang Kai Shek that a regular British Civil Affairs Unit should be attached to his Forces, (file 54144/38), I suggest that action on this file should be held up for a few days until we know the outcome of that.
