In order to ensure the carliest possible provision of an adequate number of locally qualified doctors for Malaya, we recommend that the facilities for the training of medical students previously available at King Edward VII Medical College should be restored and that, while Raffles College should be re-organised primarily for the training of teachers, provision should also be made at that Institution as soon as practicable for teaching first year seienos to medical students.

We recommend that such steps should include;

In Hong Kong

The restoration of faollities for general training previously given in the Trade School and the Junior Technical School: such training to be based on the requirements of the public service and the industries of the Colony. The Junior Technical School should aim at the provision of apprentices for engineering works and the building trades.

The Government Trade School, which was to some extent misnamed as in fact it operated as a technical college, should function as before and be renamed accordingly.

The Evening Institute should be revived with commercial and technical classes as required by popular demand.
