A British Empire endorsement on a British passport is regarded as including Hong Kong, except when a special endorsement is required, e.g. in the case of women and children.
The authorities in Hong Kong agree to your issuing visas on Chinese National passports to reputable Chinese, valid for a single journey to Hong Kong and not including other British territory and transit visas limited to journeys to Chinese territory through Hong Kong. In such cases permission to stay in Hong Kong should be limited to three months and, if there is any indication that the applicant is thinking of settling in Hong Kong prior application must be made
to the authorities there before any visa is granted. The visas should be for one single journey, or for one direct transit and be of limited validity (say one month) and should show the route followed. Particulars of visas issued should be reported to the Passport Control Officer Shanghai (see standing instructions in Circular Nos 71 and 76 of 1939. Notwithstanding the schedule of fees attached to the ordinance, you should charge the usual fee of three dollars Chinese National Currency for a transit visa and ten gold Francs for an entry visa. fees should be charged for each visa issued.

A number of persons have been appointed by the Hongkong authorities as agents in China to assist passengers to complete and forward applications for Entry Permits etc., All shipping companies and travel agencies of repute are similarly recognised. Such persons are not, however, to be regarded as officials of the Hong Kong Government and they have no power themselves to issue documents.

A notification issued in Hong Kong on the 25th January requires persons given temporary permission to land to deposit with the Immigration Authorities as a condition of admission all such documents including passport, vaccination and cholera innoculation certificates, as may be necessary to secure entry into the country of final destination.
10. If you should require further information about the interpretation of this Ordinance, you should apply either to the Immigration officer, Hong Kong, or to the Passport Control Officer, Shanghai.
