In particular I would draw attention to the fact that

the powers granted to the Immigration Officer under Section 12 (2) would enable him to refuse admission

to British subjects born in Hong Kong and that the

exercise of this power would pan contrary to the

principle,stated in paragraph 5 of the report of the

departmental Committee on the deportation of British

subjects, a copy of which was enclosed in Viscount

despakk 1 Je
