During the raids, people may go anywhere provided it is not a prohibited area, but the best way to behave is quietly and steadily and to stay at home. That the inhabitants of Hong Kong were so calm during the raids surprised the Governm nt, but some spread rumours, frightening others and creating alarm, just like rioters. Merchants who have raised their prices have been warned and the market therefore shows a much improved condition this morning. The Government asks for the cooperation
of the people because only by this can common safety be achieved.
