The Hongkong News last autumn attributed the poor attendance (pupils numbered more than 3000) at Hongkong schools (despite the fact that Japanese text- oks issued to the pupils contain lottery tickets) to the failure of Chinese pares to realise the necessity of cultural co-operation.
