[Begins]. No. 24 of the 3rd.

Director of Medical Services, Hong Kong, about whom all information speaks highly, is still working, reports conditions improving slightly in camps, Stanley (civilian) still very con- gested lacking 500 beds, 300 mattresses. New Governor General Ynnzuki Isogai reported sympathetic. Food may now be sent into camps but money lacking to do much.

2. No foreign representative has been appointed apparently to take over British interests in Hong Kong. Portuguese Consul Swiss Consul [grp. undec] personally not very effective. From the point of view of relief I venture to suggest Bishop Valtorta Italian; Catholic priests including Irish still free doing all possible. [Ends].
