I am desirous of obtaining a copy of the Report by Sir David Owen on the future administration of the Port of Hong-Kong, a review notice of which was published in Lloyd's List on the 29th ult. I am in- formed by the Editor of that Journal that the copy was received from their agent in the colony and that he has not another to spare.

Had Sir David Owen been alive, he would undoubtedly have enabled me to get a copy as I was in touch with him on the matter before he left to visit the colony. As it is, apparently, I would have to write to the Governor of Hong-Kong, which would take an inordinate length of time un- der present conditions, unless you can kindly help me,if a copy has been supplied to your Department, as I imagine would be the case since the Commission to Sir David was arranged through the auspices of your Board.

The Report is bound to be of considerable interest to the readers of this Journal, so that if you can afford me any assistance in my quest I shall be extremely grateful.
