My dear Gent,

I have your letter of 19th instant concerning the Hongkong University. I am agreeable to release a further £3,000 for the purpose mentioned in your letter, and am making the necessary application to the T.W.E.

With regard to the income of the University,

it seems to me that the Ambassador is inclined to suggest my going a bit further than I would be prepar ed to go.

Probably the funds we have would be sufficient to provide for the cost of the whole of the subsistence allowances being paid to students under the Embassy relief scheme, but in the present circumstances of the University, I hardly think it would be fair to ask them to undertake this charge.

I am in agreement with what Sedgwick has to say, and I fully realise that funds far in excess of anything we hold in London for the University will be necessary if it is to be re-established on a sound footing after the war.

You no doubt realise that there is a contingent liability for Professors' sterling salaries, and to the best of my memory the income in London is not sufficient to cover the full amount of this charge.
