press him to assume the personal responsibility for making these funds available for these
purposes; especially as, as has been pointed out above, he has no legal authority to do so. Nor do we feel that even with a guarantee to reimburse the Bank from Public Funds, it would really be appropriate that Hong Kong University funds should be used for these purposes which are in the nature of "relief" measures not
essentially different from other relief measures, the cost of which is being met from Public
Funds.
If you agree, the only question
remaining to be decided is whether the cost of
these measures should remain to be met from the
Foreign Office Vote or whether that Vote should
now be reimbursed from Hong Kong funds. As to this, we in the Colonial Office should be quite prepared to accept them as a charge on Hong Kong
funds.
