I am afraid that this file has been badly held up owing to a fruitless search for the file about remittances to the dependants of Hong Kong University staff which is missing but which has on it (wrongly registered) a letter from Mr. Korse about the possibility of help being given to the students of the

is actually traced, however, we cannot take any action on forwarding the enclosure to 6 to Sir Geoffry Northcote as I expect that he has had this direct already (see 7 on this file).

Action is outstanding, however, on two points on these papers.

1. The proposal in Sir E. Teichman's telegram No. 232 of the 24th February with the suggestion that the Colonial Office should make grants of up to £1,000 to the Universities of Lingnan and Chungshan to let them build dormitories for the use of Hong Kong University students. We have not been financing from Hong Kong funds this relief work, and I suppose strictly speaking that the Treasury ought to agree to meeting this expenditure under the general relief work. It occurs to me, however, that without being too

1 accountant-minded" we might ask Mr. Morse whether he

would be prepared to release £2,000 from the balances of the University for this purpose. I attach a draft accordingly.

2. We also have to take up with the Rhodes Trustees the suggestion in 5 and 8 on this file that some of the Hong Kong students now in China might be given assistance to come to Oxford after graduating in China. We discussed this on 53611/3/41 with Lord Elton,

all concerned I suggest that we should send an official letter to Lord Elton as Secretary to the Rhodes Trust.
