My dear Channon,

You will remember that towards the end of last month you and I had a talk, following one which you had had with Gent, about the proposal to appoint an ad hoc Committee to examine and advise upon arrangements for the resumption of the activities of institutions, including Hong Kong University, which offer higher educational

facilities in British territories now in Japanese occupation.

We agreed that it would be well to inform the Asquith Comission of this plan, thus giving them an opportunity to offer comment if that should be their wish.

In sending the file forward here I suggested that you should see the draft of this letter. That suggestion was approved and I enclose a copy of the draft which has been prepared in the Eastern Department here. They are anxious to get the letter off and, when they have done so, to get ahead with the appointment of the ad hoc Committee. That is why I am troubling you now and have not left the matter to stand over witil your return next week.

I should be grateful if you would let me know whether you have any comments on the draft, and I enclose a franked official envelope for your reply.
