That at the end of September 1940 to the dismay and astonish-
ment of your Petitioners it was learnt that the HongKong
Government had caused a despatch to be sent to your Lordship
requesting that the appointment of Chief Clerk to the Colonial
Secretariat should be filled from outside the Senior Clerical
and Accounting Staff.
That one of your Petitioners of Class I forthwith appealed
to His Excellency the Acting Governor of Hong Kong against
the action of the Government referred to in the preceding
paragraph hereof and received a reply to his Petition from
the Colonial Secretariat whereof the following is an extract
"His Excellency regrets that he is unable to see his way to
give any assurance that the field of selection for this post
should be confined to members of the Senior Clerical and
Accounting Staff. The claims of all likely candidates
belonging to that staff for consideration for promotion will,
however, be borne in mind together with those of other
candidates in filling any subsequent vacancies that may occur
in the post".
That your Petitioners in connection with the reply quoted
in the last preceding paragraph hereof desire humbly to bring
to your Lordship's notice that it is impossible to determine
when a subsequent vacancy in the post referred to may occur
and that it may well be that such a vacancy will not occur
