particular which emerged from the talk.
(1) He desired that the responsibility for
The
making report should rest with him, and that
the engineer selected to accompany him should
be regarded as his assistant. He thought it
undesirable that the report should be a joint
production.
(2) In response to the question whether he
had any suggestion to make as to a suitable
engineer for the purpose he mentioned the name of
Mr. A. Binns, M. Inst. C.E., 17, Morden Road,
Blackheath, S.E.3. Mr. Binns was, I understand,
Engineer to the Port of London and served in
that capacity under Owen and retired about 2 years
ago.
We should like to know as soon as possible
whether you have any knowledge or experience of Binns
and can offer any opinion as to his suitability for
this work. There is clearly much to be said for
giving Owen the man in whom he has confidence by
personal experience.
Yours sincerely,
