It will be seen that Sir David Owen has written to Sir George Gater saying that while he is Pregrette1 to Hong Kong as arranged, he feels that

an urgent war-time matter, and suggesting that his services might be employed in any work he could usefully do of direct war value. Sir George Gator says that it is uncertain whether the Ministry of Supply are likely to have any opportunity of employing a man of Sir David Owen's age and qualifications, and has asked for advice on the position in regard to Sir David Owen's visit to Hong Kong.

We are still assuming that the visit will take place as arranged. Certain difficulties have arisen over finding a suitable person with engineering qualifications to accompany Sir David Owen as adviser or assistant, and the question was discussed with Sir David Owen at a meeting here on the 12th of this month.
