This question was mentioned at a recent

meeting of Assistant Under-Secretaries and I think

that the tentative conclusion arrived at was that

politically it might be dangerous for the Secretary

of State to put any general embargo on Colonies

voluntarily wishing to make a special contribution to

the cost of the war and that each case should be

considered on its merits in the light of both the

financial position of the Colony concerned and any

political and constitutional controversies that might

be aroused by a refusal to allow them to make such a

contribution. There is also the further general

consideration that as most of the Colonies have

responded very favourably to the instructions that

they should impose special additional taxation in

view of the war, it would be difficult in cases

where, as a result of such measures, it has been

financially
