steps may now be taken to fill
the vacancies which have
occurred through the retirement of Commander J.B.
Newill from the post of Deputy Harbour Master, Hong Kong, and the death of Mr. T.W.H. Hosegood, Assistant Harbour Master, Hong Kong.
2. To the post of Deputy Harbour Master it is desirable to appoint an officer who will be capable of performing during the absence on leave of the Harbour Master the large and most important administrative and technical duties of the Head of the Harbour Department and Director of Air Services (if the latter function
still pertains to the Harbour Master, which is doubtful) and of succeeding eventually to the permanent headship of the department. The officer selected should thus be a person who has already shewn distinct administrative ability above the
average in the Colonial Service elsewhere or in the Royal Navy and be of about forty years of age,
