In your letter of 23rd February, 1939,
No.53723/1/8, you referred to the dissatisfaction of the
women teachers in the Education Department of Hong Kong
with the new salary scheme applicable to them.
When the revised scales of salary for male
officers in the main branches had been put forward by my
predecessor in 1936 it was realised that there would have
to be a corresponding revision of the salaries of women
teachers, and a scale was suggested and approved in
December, 1936, involving considerable reduction, the
maximum being cut from £700 to £560. It was largely the
introduction of this scale which led to the petition of
February, 1937, to which you referred. That petition
and other representations of the mistresses were considered
by the Anomalies Committee on the new scales of salary and
