I forward for favourable consideration a letter from
Mr. Badan Singh, No. 3 Class I, J.C.S. (C.S. List, page 78), Senior Clerk in the Accounts Office of this Department, appealing
against the recent decision of the Subordinate Staff Sub-Committee
in passing him over for promotion to the Higher Class.

Mr. Badan Singh is No. 3 in Class I, and I am informed
that the officers recently promoted to fill the five vacancies
in the Higher Class were Nos. 2, 4, 5, 6 and 7.

I have not come into contact very much with Mr. Badan
Singh, but all reports which I have received on his work from
Mr. Anderson, late Supt. Accounts & Stores, and Mr. Bendall,
the present Accountant have invariably been good. I would
invite your special attention to his Confidential Report card:
over the last ten years he has been reported on as an officer
"of marked ability", "a very capable officer", "an efficient
officer of outstanding ability", "a very valuable officer, who
"carried out responsible duties with tact and foresight".
1936 he was "strongly recommended on merit" for the Higher Class
(for which he has now been passed over by four officers), and
in the following year (1937) he was recommended for accelerated
promotion. In fact, the reports on this officer had been so
good over so long a period that Mr. Bendall did not
as he
explains in his covering minute, attached - consider it necessary
last December to make a special recommendation for accelerated
promotion, since Mr. Badan Singh was No. 3 in his Class and it
was known that there were five vacancies to be filled.

With regard to B on page 2 of the Record of Service
attached to Mr. Badan Singh's appeal, I would refer you to Mr
Andersons's report of 6.11.36 on the Confidential Report card,
in which he stated that this officer was "doing splendid work"
in the Stores.

I have no information as to why an officer of Mr. Badan
