in the near future or during the period up to my retirement. I therefore most respectfully submit this appeal for your
special consideration in the matter and to request that after
reviewing the question of my loss of promotion, and the points in connection thereto, I may be awarded my due place in seniority. Should this be impossible then I request to be informed of the points on which I may have failed to merit the recommendation of my superior officers.
