With reference to the promotions of Junior Clerical Service to the Higher Class of which I was expecting and awaiting Claimant for one of the five vacant posts, owing to my position being No. 3 in Class I, and that having been attained by seniority, length of service, efficiency and meritorious services during my life long period of over 33 years loyal and faithful service under this Government; but its recent announcement has disappointed and discouraged me, when four of the junior members have surpassed me and I am left out from promotion. I have become very embarrassed and have suffered a great shock in this loss of promotion.
I submit most respectfully that I have also suffered a considerable loss in my personal prestige, not only among my colleagues in the service, but also among the local Indian
Community in which I have for many years held a position of
no small responsibility.
I am quite aware that a protest or complaint of any
sort and of whatsoever nature against an official decision in
the matter might normally be unadmissible, and I know it
could not reverse the Board's decision; but I am so depressed
and worried over the unknown facts of the matter of my loss
of promotion that I cannot help appealing to you, as I myself
can form no idea, nor has any reason been forwarded to me for
it. I am now placed in such a position that owing to mostly
all of the members in the Higher Class being younger than myself
I can see no prospect of promotion in the Junior Clerical Service
