I beg most respectfully to request that you will be

kind enough to put my case up to Hon. D.P.W. for recommendation

to the Government for promotion by special consideration.

In support of my application I have the honour to lay

the following for your favourable consideration:-

1.

By comparison of 1920 and 1930 Civil Service Lists it

could be observed that I have been superseded by some of the

juniors since 1920; which I believe would either be due to an

oversight or my appointment being in a small department (i.e.

Royal Observatory) for a considerable period and not considered

so important as that of the others in other departments. Not-

withstanding I have been called upon to perform the duties of

Senior European Officers during the Great War as well as now and

then thereafter in that department without any extra remuneration

or consideration of promotion for 14 years for extra service done

there.

Since the death of the late Mr. Cheng Cheuk Hin (the

Senior Clerk of this department) in 1929 much more has been added

to my work as well as that to the responsibility, which binds me

to work even overtime to cope with the work without any request

for extra remuneration but with hope of special consideration.

Since my transfer to this department in 1927, I have

been directly working under you up to this date, so my work as

well as competency of working is not a secret to you, and hardly

require a repetition here.

I am the only worker out of my family of 8 persons, and

most of them being children, who are pursuing their studies in

various schools, my pecuniary matters are now hand to mouth only

and which may develop into dilapidation at any moment without the

consideration requested.

Moreover with due reference to progress of my previous

promotion once after 14 years, I can foresee nothing to help or
