The Chinese Members of the Junior Clerical Service
further beg to draw the attention of the Government to the fact that the existence of the Special Class is another great obstacle which has been depriving them of chances of promotion.
In this connection, it is respectfully submitted, that injustice
has been done to men who have the same if not better
qualifications and are as efficient and loyal as members of
GO
this Special Section of the Service; for normally a non-Chinese
clerk is promoted to Special Class within three or four years, or even less, after his joining the Service and in 13 years or
less he will be in Class II, whilst a Chinese clerk will have
go through Classes VI, V, IV and III, and even without any stoppage he will not reach Class II until after 24 years'
service. It will be seen that the special Class serves merely as a "short cut" to non-Chinese clerks. Thus in due course
all posts in the upper grades will be filled by men from the Special Class, who by virtue of rapid promotion, will be able to remain long in their posts leaving little opening for members of the lower grades of the Junior Clerical Service. In view of
these circumstances, it is respectfully requested that the
pecial Class should be removed from the Junior Clerical Service
cadre or that other provision be made for their promotion so that there will be no prejudice to the prospects of the
Chinese clerks.
Finally it is most respectfully requested that this petition may be laid before His Excellency the Governor before his departure from the Colony.
