I have the honour to transmit to you in

accordance with Colonial Regulations a petition submitted

by a majority of the members of the Junior Clerical

Service of this Colony regarding their salaries and

general conditions of service.

Before commenting on the points raised in the

petition I would observe that until this petition,

addressed to you, came up to me, after careful examination

in the Secretariat, I was unaware that the Junior Clerical

Service had reason for discontent with its terms of

service, no representations on the subject having come up

to me during the eighteen months of my governorship here.

The procedure of direct approach to the Secretary of

State for the Colonies is, I submit, to be deprecated on

the ground of discipline. On the other hand I feel sure

that the petitioners erred in ignorance of their pro per

course, intending no disrespect to my office as Governor;

furthermore I have considerable sympathy with certain of

their complaints.

I venture to suggest, therefore, that

the reply to this petition might be to the effect that

the case for the Junior Clerical Service should be laid in

the first instance before me and that an appeal to you
