circumstances;

the prevailing

rates of remuneration in non-government

employment, the customary standards of

living and so forth. I should not

ordinarily feel called upon to intervene

except on financial grounds or on grounds

of equity. But the staff concerned have

the right of appeal to me and if that

appeal is to be a reality (as it should be),

I am bound to satisfy myself that their

interests have been fully considered.
