than on a revision of the salary scales.

He suggests that the grading of the

Service be recast on the following basis (see

table attached):-

(i)

a recruitment grade, to be

known as Class II, which would

be an amalgamation of the

present Classes VI, V and IV.

The salary scale would be

$480 81800, with an

efficiency bar at the $1,000

mark, over a long scale of

16 years. Some modification

of increments is suggested

in the first years of service

to offset the advantage of

a straight run through to the

maximum of $1800 per annum.

This single class is

obviously preferable to the

existing three classes, since

stagnation on the various

maxima would automatically

be eliminated.

(ii)

there would then be a Class I

with an eight year scale

exactly equivalent to the

present Class III, i.e.

1900 x 100 $2600.
