Dear Mr. Andrews
With reference to Foreign Office letter
F 8645/3446/10 of the 25th August on the subject of Hong
Kong University, I enclose a copy of a letter we have
received from Boyd Tollington of the British Council
together with a copy of the letter from John Beresford
referred to in the latter's letter.
You will observe that the Council are prepared in
principle to make a grant of £1,000 for scholarships during
the year 1940 1941 subject to His Majesty's Government's
-
decision on the question of policy.
We have not heard officially what the views of the
Treasury are but I gather that in present circumstances
there is no longer any question of a financial grant from
His Majesty's Government.
Nevertheless, you may still
wish to go ahead with the scholarships as a separate
