I have the honour to enclose herewith six
copies of each of the following documents relating to the draft estimates of revenue and expenditure for
1940-41 which are being introduced into Legislative
Council on 12th October, 1939:-
I. Draft estimates of revenue and
expenditure for 1940-41.

A memorandum by the Financial
Secretary on the financial position of the Colony for the years 1938 and
1939 and on the estimates for 1940-41.
A memorandum by the Director of Public
Works on Public Works Extraordinary.
These documents have been in the hands of members of the
Legislative Council since 2nd October, 1939.

After consultation with unofficial members
of Legislative Council the draft abstract of differences between items for the coming and the current years has been discontinued, the explanations of differences required by Colonial Regulation No. 221 being supplied
in every case by footnotes and amplified where necessary in the Financial Secretary's memorandum.
