I have the honour to inform you that I have recently had under review the question of the procedure followed in providing for the Clerical Establishment in the Annual Estimates.

2. I have now decided that, if you are satisfied that there are advantages in the salaries of the whole of the general Clerical Service being provided under a single Head of expenditure, instead of the salaries of the Clerks in each Department being provided under the various departmental Heads, I shall allow that arrange- ment in the future, and that Colonial Regulation 212 may be regarded as modified in this respect. The Estimates should, nevertheless, continue to show the Clerical Establishment of each Department in a form which will be clear to the Legislature. This object might be achieved by means of an appendix showing the distribution of clerks of different classes or grades as between the different Departments or, alternatively, by showing the Clerical Establishment of each Department under the appropriate individual head "below the line". I am prepared to leave it to you to adopt what you think would be the best procedure in this matter.

3. The present ruling supersedes that conveyed by Sir Philip Cunliffe-Lister (as he then was) in his despatch No.47 of the 15th February, 1932.
