I have noted with much pleasure the

provision for a Labour Office which is made under
also Head 27B of the Estimates, although I have/noted the reservation made in regard thereto in the memorandum by the Financial Secretary accompanying
the Estimates.
I do not quite understand why Mr. Butters, who as will be seen from the papers in 53953/38
was appointed "Labour Officer", is not described
as such in the Estimates; but no doubt the Eastern
Department can explain this, and I am not suggesting
that a special despatch should be sent to the Governor
elicit an answer to this question!
