service. I enclose for your information a note on these
University Units prepared by the Director of Medical Services.
The effect of this proposal would be for a Medical or Health
Officer falling within this category to start at a salary of
$4,800, $5,100 or $5,400, according to the number of years
of satisfactory service he had completed with a University
Unit. The period of such service for which allowance is
to be made on joining the Government service should not
exceed four years, and it is not suggested that the normal
probationary term should be in any way affected.

Secondly I propose that, after attaining the
maximum of his grade, a Chinese Medical Officer who has
obtained, with the approval of this Goverment, a higher
degree or diploma, e.g. the M.D. or M.S. degrees of an
approved University, or F.R.C.S., M.R.C.P., or M.C.O.G.,
should have the prospect of proceeding to a special scale, viz. $8,000 - $10,800 rising by annual increments of $400.
It should also be within the discretion of the Governor to
promote to this special scale serving Chinese Medical
Officers who, though not qualified as above, are of
outstanding merit.

If these proposals are put into effect, they would
entail provision being made in the 1939 Estimates for an
additional $2,788 under Head 22, Medical Department, Sub-
head 1, Personal Emoluments, as shown on page fifty seven of the printed Estimates for 1938. I propose to make such provision pending your consideration of this matter.
