acknowledge the receipt of your
Secret, despatch of the 16th
November, 1938, regarding the

duties to be charged at the
Kowloon Office of the Chinese
Maritime Customs while the
Japanese Forces, or a local
Chinese Administration set up
and maintained by the Japanese,
are en control of Canton.

inform you that H.M. Government
are in agreement with the view

reference to the effect that it would not
be expedient, having regard to the Colony's
real interests, to place any obstacle in the
way of the application of the new tariff at
Kowloon in the event of the Canton authorities
demanding that that tariff should be applied.
H.M. Government therefore consider that
