Finally,Sir, we understand that
it is a fixed principal in the Colonial Service that an
officer should have reasonable prospects of promotion.
We feel that the facts that we have adduced show that

this principe is in danger of being neglected in so far
as European Revenue Officers are concerned, and we earnest-
-ly hope that our prospects, not very bright in recent
years may be improved to some slight degree so that
they may at least bear comparison with those of sub-
-ordinate officers in other Departments. At the very
least we pray that they will not be worsened by the ab-
-olition of the post of Senior Revenue Officer.
