We have been looking at

you

memorandum on the subject of the Water

Finances of the Colonial Government,

copies of which were sent to us in the

Governor's confidential despatch of the

doubt whether 7th of April, and we fear that the effect

of the

Defence Contribution will wet be

quite as you anticipate.

2. In the first place, you state on

page 5 of the memorandum that if

FURTHER ACTION.

"renewals are in due course financed

from Loan, the charge of such toan will,

if present practice is maintained, be

deductible from the Revenue assessable

to military contribution.
