and cost of the undertaking, and showing also the
capital position and the Renewals Fund.

As regards this Fund, I am advised that it is
necessary for accounting purposes to include in the
estimates a vote of the amount to be contributed to the
Renewals Fund, which will then appear in the statement
of assets and liabilities as a separate account distinct
from the general surplus. It is not at present proposed
to earmark any funds or investments as belonging to that
Fund but it may be necessary to do so when it reaches an
appreciable size. A vote for this purpose is included
✰ under the Waterworks Head of the estimates. Expenditure
out of the Fund will be authorized by Resolution of
Legislative Council and it is proposed to charge in this
way certain heavy expenditure on replacements which I am
advised will be necessary next year.

In pursuance of the recommendation No. 1 in
paragraph 2 of the Financial Secretary's memorandum, the
officer in charge of the Waterworks is being provided for
under the designation Waterworks Engineer with a salary
of £1,300 per annum and free quarters, as for the
Assistant Directors of Public Works. This officer will
rank next after the Assistant Directors of Public Works
and will have the right of direct access to the Director
of Public Works. I propose to appoint to this post
Mr. A.B. Purves, at present in charge of the Water
Department. Since he is already on the maximum of the old scale of Executive Engineers, i. e. £1,300, he will
benefit only by the privilege of free quarters.
10.
I propose also that the establishment of the
Water Department should, at any rate for the present,
include an Executive Engineer in charge of construction.
