this, the question is whether there should

be a grade of Senior Administrative Officers,

with salary in the same scale above the time-

scale, and movable from one Department to

another, or whether the Administrative

Officer on the time-scale should, on promotion,

be appointed to a specific post which he would

be expected to hold for some years. But the

first question does obtrude itself, and I think

that we should resist the suggestion that the

posts listed in paragraph 8 of the despatch

must continue to remain the monopoly of

Cadets in the Hong Kong Civil Service.

From the general standpoint

of the unified Colonial Services, it is

wrong that the posts held by the Superintendent

of Imports and Exports, the Director of

General

Education, Postmaster/and the First Police

Magistrate should not be included in the Customs,

the Education, the Postal and the Legal Services

respectively, although conditions in Hong

Kong may necessitate that for the present they

should be manned by Administrative Officers.

I note that it is already contemplated that

the last three posts should be filled by

technically qualified officers who will be

members of their respective services.

The Governor's arguments

in paragraphs 3 and 4 are, as Mr.Rogers

suggests, not very impressive, and they are

not
