to be specially considered if and when he is
offered promotion to the post of Deputy
Commissioner; but whether any concession is
necessary will depend, inter alia, on the point
he has then reached in the time-scale.
(g) Audit Service. No difficulty of this kind
arises.
(h) Marine Survey Department. The present holder
of the post of Government Marine Surveyor should
be permitted to come on to the new salary with
his existing privileges as to quarters and pension.
(i) Survey Department. The present holders of the
posts of Assistant Superintendents of Crown Lands
and Surveys should be permitted to transfer to
the new scales with their existing privileges as
to quarters and pension and to retain their
privileges if promoted to the post of Superinten-
dent on the new scale.

In all cases not specially mentioned the
new scales should be applied without qualification
except when an officer is promoted to a new scale with
a minimum less than his existing salary. In such
cases the ordinary rule (General Order 97) is that he
should enter the scale at his existing salary; we
recommend that this be regarded as applying to basic
salary and that in addition the promoted officer should
receive the appropriate residential allowance.

Acting Pay. In all cases acting pay should
be calculated on the basis of the new scales except
