(a) The increase of pensionable emoluments attainable
in the Public works and Educational Services will
help to meet difficulties as regards application
to serving officers referred to in paragraphs 23 and 24.
In order to avoid undue lengthening of the scales we suggest that the actual scales for Executive Engineers and Headmasters and the scale for Administrative officers after
the 15th year should be £1050 x £50 - 1250 instead of
£1000 x £50 £1150 as at present. The scheme proposed is not susceptible of application as it stands to female officers in particular European histresses in the Education Department and we recommend that no change be made in the present fixed allowance of £40 per annum for such officers. 16. We attach at the end of this part of our Report
to tables (Tables IIa ax IIf) showing the comparative effects in the different services of the scheme of Residential
Allowances as at present laid down and our proposed alternative. It will be seen that the total Residential
Allowance drawn by officers over the whole period of each scale will not be greatly affected and we think that officers already appointed to the new scales may reasonably be asked to accept the alternative system.

We recommend that in every case Residential Allowance should commence to be paid after the end of an officer's probationary period.

In the correspondence with the Secretary of
State it was suggested that the allowances of £50, £100 and £150 per annum might be treated as equal, respectively, to $70, $140 and $200 per month. We recommend that they
should be regarded simply as sterling allowances.
