Thank you for your letter of the 23rd
of September in connection with the Secretary of
State's despatch No.256 of the 11th of August, 1938
regarding proposals for an increase of personnel in
the Post office. I am sorry if the terms of that
despatch were embarrassing to you. It was rather
assumed that in one way or another the consent of the
Legislative Council or the Finance Committee would be
obtained in such a case as this, but if that would be
unusual or impracticable you may take it that in
respect of 1938 the Secretary of State's approval is
unqualified. As regards 1939, we agree that the
submission of the Estimates to the Legislative Council
is sufficient for the purpose.
