With reference to Colonial Office letter No.

7 53770/38 of the 9th July, I am directed by Viscount

Halifax to state that he concurs in Mr. Secretary

MacDonald's proposal to approve the suggestion put

forward by the Governor of Hong Kong that he should

be authorised to pay a visit to Canton. His Majesty's

Ambassador at Tokyo is being instructed in a telegram,

of which a copy is enclosed herein, to request the

Japanese authorities to observe all necessary

precautions for the Governor's safety.
