Dear Mayhew,
We have been in touch with the British Embassy in
China, with the Consulate-General at Yunnanfu, with I.A. Richards
of Magdalene College, and with the Foreign Office concerning the
promotion of the study of English in South China by means of the
Proficiency and Lower Certificate examinations in English.
As a result of a letter from I.A. Richards, written
from California just after he had been in China, we wrote to the
Vice-Chancellor of Hong Kong University, and we think that you may
be interested to see the enclosed copy of his reply. We shall
hope, as time goes on, that he will be able not only to hold the
centre at Hong Kong but to send an Oral Examiner to places in
South China within reach of Hong Kong.
You may also be interested to know that we have
just been authorized to make the following statement in the next
Proficiency
issue of our fegulations:
"Holders of the certificate who wish to enter a Scottish
University may make application to the Scottish Universities Entrance Board for exemption from the special test in English which foreign students are normally required to take."
